inp.polri.go.id - Jakarta. The Ministry of Human Rights is strengthening inter-ministerial coordination to address the approximately 124,931 people displaced by the conflict in Central Papua, ensuring basic needs, civilian protection, and community recovery are met.

Vice Minister of Human Rights Mugiyanto stated that the large number of affected communities means that handling the refugees cannot be handled by local governments or a single ministry alone.

"Given the number of affected communities, this is indeed impossible for local governments or a single ministry to handle alone," Mugiyanto said in a statement in Jakarta on Thursday (8/13/2026).

Therefore, the Ministry of Human Rights will coordinate with the Coordinating Minister for Human Development and Culture Pratikno to discuss the refugee situation more comprehensively, including urgent needs, past efforts, and remaining deficiencies that need to be addressed by the central and regional governments.

"In the near future, we will coordinate with the Coordinating Minister for Human Development and Culture, Mr. Pratikno. We want to discuss the condition of these refugees more specifically, what is most pressing, what has been done, what is still lacking, and what needs to be done together by the central and regional governments," he said.

Mugiyanto emphasized that handling the Papua conflict cannot simply use a security approach, but must also include a humanitarian approach.

The government needs to ensure the safety of citizens, access to healthcare, children's education, daily needs, and conditions that allow people to return to their hometowns safely.

"For the Ministry of Human Rights, handling Papua cannot simply be seen from whether the conflict has subsided. We must also consider the condition of the people," he said.

He emphasized that the protection of civilians is the Ministry's primary principle in responding to the situation in Central Papua.

"Our principle is simple: civilians must be protected, and their rights must not be lost due to the conflict," he said.
