inp.polri.go.id - Semarang. Coordinating Minister for Law, Human Rights, Immigration, and Corrections Prof. Yusril Ihza Mahendra, and Vice Chief of the Indonesian National Police (INP) Commissioner General Dedi Prasetyo attended as Keynote Speakers at the 9th Legal International Conference and Studies (LICS) and Call for Papers.

The conference themed “Strengthening the Legal Framework for Combating Human Trafficking and Enhancing the Protection of Women and Children” held by the Faculty of Law, Sultan Agung Islamic University (UNISSULA), Semarang, Thursday (7/30/2026).

The international conference was attended by academics, researchers, legal practitioners, and policy makers from 18 countries, including Hanoi Law University (Vietnam), Istanbul University (Turkey), UNICAF University (Cyprus), Al-Azhar University (Egypt), Nagoya University (Japan), Ibn Zohr University (Morocco), Thammasat University (Thailand), Applied Science Private University (Jordan), Comillas Pontifical University (Spain), University of Sydney (Australia), along with UNISSULA academics.

As the Keynote Speaker, Yusril delivered the topic "Beyond Criminal Threats: Building a Legal System that Breaks the Chain of Human Trafficking."

He emphasized that the eradication of human trafficking must be built through an integrated legal system, not only relying on criminalizing perpetrators, but also prioritizing prevention, victim protection, and strengthening cross-border cooperation.

"What must be built is a legal system capable of breaking the chain of human trafficking, starting from prevention and protecting victims, to taking action against the entire network of perpetrators," said Yusril.

On the same occasion, Vice Chief Dedi delivered an argument that emphasized human trafficking has evolved into a transnational crime that exploits the digital ecosystem, necessitating adaptive law enforcement transformation.

"Technological developments have expanded the modus operandi of human trafficking. Therefore, strengthening the legal framework must be accompanied by a transformation in the working methods of law enforcement officers, strengthened international cooperation, and more comprehensive victim protection," said Dedi.

Dedi explained that the INP is implementing strengthening the eradication of human trafficking through four main strategies: implementing a victim-centric approach in case handling, strengthening the Directorate and the Women and Children Protection Unit (PPA-PPO) at all levels, increasing the capacity of investigators through digital forensics and scientific crime investigation, and expanding international cooperation. \

To date, INP has established 14 cooperation agreements with police forces, ministries, and institutions both domestically and internationally in handling human trafficking.

The conference affirmed the shared commitment of governments, law enforcement officials, universities, and the international community to strengthen the global legal framework for combating human trafficking and enhancing protection for women and children.
