inp.polri.go.id - Jakarta. The National Commission on Human Rights (Komnas HAM) is encouraging strengthened collaboration across ministries, regional governments, and other stakeholders to address the needs of people displaced by the conflict in Central Papua.
Komnas HAM member Saurlin P. Siagian stated that the still-dynamic security situation is impacting civilians and causing people to flee to various locations.
"A dynamic emergency situation is still occurring in the area, where shootings have resulted in 12 deaths and thousands of refugees spread to various locations," he said in a statement in Jakarta on Tuesday (8/11/2026).
Saurlin made this statement after meeting with Vice Minister of Social Affairs Agus Jabo Priyono in Jakarta on Monday (8/10/2026) to discuss the humanitarian situation and needs of communities affected by the conflict in Central Papua.
According to Saurlin, identification of needs and data collection of refugees need to be strengthened so that aid from the government and other parties can be distributed effectively.
"Identifying the needs of refugees and coordinating aid is crucial," he said.
Komnas HAM also encouraged the Ministry of Social Affairs to strengthen collaboration with local governments and other parties to help meet the basic needs of refugees, including food, clothing, and healthcare.
"We believe it's important to collaborate with the Ministry of Social Affairs in handling refugees in Central Papua," he said.
Meanwhile, Vice Minister of Social Affairs Agus Jabo Priyono stated that the Ministry of Social Affairs has distributed emergency aid to 1,013 refugees in Puncak Regency, consisting of basic necessities and clothing, worth approximately IDR 150 million.
According to Agus, subsequent aid distribution requires a proposal from the local government, complete with data on the number of refugees and the needs of the affected community.
The Ministry of Social Affairs also provides assistance to victims who died and were injured due to the conflict.
Agus recommended that Komnas HAM coordinate with the Coordinating Ministry for Human Development and Culture to strengthen coordination between ministries and institutions in handling communities affected by the conflict in Central Papua.
