inp.polri.go.id - Jakarta. Vice Minister of Human Rights (HAM) Mugianto stated that village communities are agents of change and advocates for human rights.

He stated that the advancement of human rights cannot be solely the responsibility of the state, but requires the active participation of all elements of society, including village communities.

"Human rights are the main foundation of national life. The Indonesian constitution explicitly places human rights as an inseparable part of the nation's goals," Mugianto said at the inauguration of Human Rights Activists in Jakarta on Thursday (7/30/2026).

He stated that the role of human rights activists at the village level is highly strategic. As the spearhead of community support, human rights activists not only ensure the success of development programs but also serve as the vanguard in implementing the principles of justice, equality, participation, and non-discrimination in every village development process.

Through continuously strengthening their capacity, Mugianto hopes that human rights activists will be able to assist village officials and communities in understanding and implementing various human rights values.

This way, he said, village development can be inclusive and support vulnerable groups, including women, children, people with disabilities, the poor, and other marginalized communities.

Therefore, Mugianto considers the inauguration of human rights activists throughout Indonesia a strategic step in strengthening the role of communities as the vanguard of their respective villages, sub-districts, and hamlets, as well as in strengthening human rights values within the village environment.

These activists are expected to provide a learning space, organizing, and consolidating community movements oriented towards human rights principles, namely justice, equality, and non-discrimination.
