inp.polri.go.id - Jakarta. The Ministry of Human Rights continues to collect data on the needs of victims of gross human rights violations in Yogyakarta (DIY) even though the revision of Presidential Instruction (Inpres) Number 2 of 2023 is still being finalized.
Osbin Samosir, Director of Human Rights Services at the Ministry, stated that identifying victims' needs cannot be delayed because many victims have been waiting for their rights to be restored for years.
"Many of them are elderly, and some have even died. Therefore, we are continuing to identify their needs to ensure that the rights restoration process is not further delayed," said Osbin in a written statement received in Jakarta on Tuesday.
Data collection began in Sleman Regency on July 21, 2026, and is scheduled to continue until July 26, 2026, in Gunungkidul Regency, Bantul Regency, Kotagede District, and Yogyakarta City.
According to Osbin, the data collection still refers to Presidential Instruction No. 2 of 2023. Meanwhile, the Ministry of Human Rights, along with the Coordinating Ministry for Law, Human Rights, Immigration, and Corrections, is finalizing a revision of the Presidential Instruction as a follow-up to the establishment of the Ministry of Human Rights.
In the draft revision, the Ministry of Human Rights is planned to lead the implementation of the recommendations of the Non-Judicial Resolution Team for Gross Human Rights Violations (PPHAM) to strengthen inter-ministerial coordination and increase the effectiveness of victim recovery programs.
Based on initial data collection in Sleman, some victims reported that this was their first time being visited by the government to identify their needs.
The majority of victims are elderly citizens who have never received recovery programs or any form of fulfillment of their rights from the state.
The Ministry of Human Rights hopes that the data collection results will form the basis for developing more targeted recovery programs while also supporting reconciliation efforts and preventing the recurrence of gross human rights violations.
