The National Commission on Human Rights (Komnas HAM) declared on Saturday (18/4/2026) that recent military operations in Puncak, Central Papua, which resulted in civilian fatalities and injuries, constitute a severe violation of fundamental human rights and international humanitarian law.
"Any form of attack against non-combatants, particularly vulnerable groups like women and children, is inexcusable and violates the non-derogable right to life," said Anis Hidayat, the Chairperson of Komnas HAM, in a written statement received in Nabire, as reported bya ntaranews.com.
The incident occurred on 14 April 2026 during a security operation against the TPNPB-OPM separatist group in Kembru Village, leaving several civilians dead and dozens seriously wounded. Komnas HAM urged the Indonesian Military (TNI) Commander to evaluate operational procedures and ensure a transparent legal process. Meanwhile, the provincial government has prioritized medical funding and psychological recovery for survivors.
Both security forces and armed groups are pressured to exercise restraint to prevent further displacement. Komnas HAM continues to monitor the situation, demanding that law enforcement remains measured and professional to uphold the safety of innocent residents within the conflict zone.
