Inp.polri.go.id - Surabaya. The Surabaya Metropolitan Sub-regional Police have detained 14 suspects involved in a sophisticated university entrance exam (SNBT-UTBK) fraud syndicate that has allegedly operated since 2017.
The network, which spans multiple regions, reportedly charged clients between Rp 500 million and Rp 700 million to guarantee admission into prestigious programs, such as medical faculties.
"Three of the 14 suspects are active doctors," said Surabaya Police Chief Senior Superintendent Luthfie Sulistiawan during a press conference on Thursday (7/6/2026), as cited by antaranews.com.
The doctors, practicing in Sumenep, Sidoarjo, and Pacitan, were part of a structured ring that included order recruiters, professional test-takers known as jockeys, and counterfeit document forgers.
The scheme was uncovered at Surabaya State University (Unesa) on 21 April 2026 after proctors noticed discrepancies between a participant's photo and previous exam records. Investigations revealed the syndicate had served approximately 150 clients across Java and Kalimantan.
The suspects now face multiple charges, including document forgery and violations of the National Education System Law.
