INP Digital Transformation: Shifting from Reactive to Predictive Policing Strategies

Today, a user or a resident can lose their life savings within minutes of receiving a WhatsApp message, have their identity stolen seamlessly, or fall prey to sophisticated artificial intelligence (AI) voice and image cloning. As public life increasingly migrates into the digital realm, encompassing daily communication, commerce, and banking, criminal actors have swiftly adapted.

The scale of this shift is staggering. Data from the Indonesia Anti-Scam Centre (IASC) reveals that between November 2024 and late September 2026, the agency handled over 702,000 fraud reports, verified 1.37 million suspicious accounts, and froze approximately Rp 811.1 billion ($52 million) in illicit funds. Digital crime is no longer a peripheral concern; it is a primary threat to public safety and order.

The Imperative for a Strategic Shift

Traditional policing relies on a reactive framework: a crime occurs, a report is filed, evidence is gathered, and perpetrators are pursued. However, in the digital arena, where stolen funds cascade through multiple accounts in seconds, post-event law enforcement is simply too slow. To protect citizens effectively, the Indonesian National Police (INP) must transition toward predictive policing.

Predictive policing does not imply predicting the future with absolute certainty. Rather, it centers on advanced data integration and pattern recognition. Every fraudulent transaction, scam call, and malicious URL leaves a digital footprint. When analyzed systematically, victim reports transform from static historical records into actionable intelligence capable of detecting emerging threats and neutralizing criminal networks before new victims fall prey.

Balancing Technology with Human Oversight

While AI, predictive analytics, and automated monitoring provide crucial tools for identifying non-obvious digital patterns, technology must augment, not replace, human judgment. Viral posts or automated alerts do not inherently constitute verified threats. Algorithmic assessments require rigorous human verification, clear constitutional boundaries, and strict adherence to data privacy standards to prevent overreach and maintain public trust.

Public Awareness as the First Line of Defense

Despite sophisticated technical exploits, most digital crimes rely on psychological manipulation, whether it is urgency, fear, or greed. Therefore, effective prevention relies equally on an informed citizenry.

The INP’s preventative initiatives must focus on practical, actionable digital hygiene, promoting a basic principle for online interactions: stop, check, and confirm. Citizens should pause before clicking links or executing transfers, verify account details and domain legitimacy, and confirm requests through independent channels.

Redefining Institutional Achievement

Law enforcement and prosecution remain essential deterrents. However, in the digital age, institutional achievement cannot be measured solely by arrest rates. Preventing financial loss, blocking fraudulent accounts early, and informing the public before a scam spreads are equally vital metrics of public security.

The INP’s physical presence on the streets remains necessary, but its strategic presence in the digital space is now mandatory. Achievement against digital crime ultimately lies not just in arresting perpetrators after the fact, but in anticipating threats to ensure users or residents never become victims in the first place.
