inp.polri.go.id - Jakarta. Minister of Home Affairs Muhammad Tito Karnavian emphasized that regional governments  are required to support the three million housing program initiated by President Prabowo Subianto.

This program is a manifestation of the mandate of Article 33 of the 1945 Constitution (UUD) that the earth, water, and natural resources are controlled by the state and used for the greatest prosperity of the people.

The Minister of Home Affairs in his statement encouraged the existence of regulations such as the Presidential Instruction (Inpres) which emphasizes that the procurement of three million housing units is part of a national strategic program that must be supported.

"The Presidential Instruction to Ministries/Institutions, to regions, to support the 3 million housing program must also be stated as a National Strategic Program so that there are truly no more multiple interpretations," said Tito in Jakarta, Saturday (5/24/2025),.

In order to realize the program, the government has taken various strategic steps to encourage the acceleration of the provision of public housing. Strategic policies taken include exemption from Land and Building Acquisition Fee (BPHTB) and Building Approval Fee (PBG) for low-income communities (MBR).

Based on the Minister of Home Affairs' records, out of 509 regions in Indonesia, 492 regions have issued Regional Head Regulations on exemption from BPHTB and PBG fees for MBR.

The remaining 17 regions are urged to immediately complete the regulation. These regions include: Central Lombok Regency, Southwest Sumba, North Central Timor, North Mamuju, Morotai Island, Yapen Islands, Mamberamo Raya, Supiori, Arfak Mountains, Lanny Jaya, Central Mamberamo, Nduga, Bintang Mountains, Yalimo, Yahukimo, Maybrat, and South Sorong.

He also reminded that based on Law Number 23 of 2014 concerning Regional Government, regional heads are required to implement national strategic programs as stated in Article 67 letter f which reads, "Implementing national strategic programs."
