inp.polri.go.id - Surabaya. Minister of Agrarian Affairs and Spatial Planning Nusron Wahid emphasized that land occupation by mass organizations is an action that is not legally justified.

"Land occupied by mass organizations is not allowed," said Nusron at the Nahdlatul Ulama University in Surabaya (Unusa), Monday (5/26/2025).

This statement was made in response to the rampant cases of land occupation by mass organizations in a number of regions, which are considered to be detrimental to the legitimate land owners and create legal uncertainty over land ownership.

He explained that in accordance with the Land Law, every landowner has an obligation to maintain and care for their assets in order to prevent misuse or occupation by other parties.

Nusron also emphasized that his party is not a law enforcement institution tasked with physically maintaining community land. He stated that the main role of his institution is in terms of land administration, especially certification.

"We are not a police guarding people's land, but an officer to certify the land certification," he said.

After the land certification process is complete, he added, the responsibility for securing and managing the land is entirely in the hands of the owner.
