The State Civil Apparatus Commissioner (KASN) logged 219 reports of neutrality violation allegations by State Civil Apparatus (ASN) during the 2024 General Election campaign period. “During campaign period, bureaucracy has become the places often intervened by politic influence, as we could see from the number of reports to KASN per December 2023. According to the report, there are 219 ASN allegedly violates their neutral stance,” says Head of KASN Agus Pramusinto on Tuesday (12/19/2023). From the 219 reports, half of them have been examined and deemed guilty by KASN. Agus states one of the factors ASN commit the violations is because of the existence of politic intervention in the bureaucracy. Therefore, the role of acting regional head is vital in maintaining their bureaucracy free from politic influence. “The role of action regional head is not easy as they have to ensure the development sustainability and public service while protecting their bureaucracy free from politic influence,” Agus says in acknowledging the burden of acting regional heads. According to Agus, there are three aspects that acting regional head has to have in maintaining neutrality of their bureaucracy. First and foremost is that the acting regional head themselves must be free from politic burdens from those who supports them to become the regional head. Then, the regional head also must be able to avoid conflict of interest in the region. This, says Agus, would only work if the acting regional head also does not have their own interest while acting as the regional head. “Lastly, the regional head must not run for 2024 Legislative Election. Their participation is very much possible as there has not been regulation who forbids it. This opens the door for them to build politic investment which negatively affect ASN neutrality,” explains Agus in conclusion. (ad/ndt/pr/nm)
