These efforts are being taken to ensure that the public can express their opinions safely and orderly, while also preventing damage to public facilities and casualties.

The Head of Public Relations of the Jakarta Regional Metropolitan Police, Senior Superintendent Budi Hermanto, emphasized that expressing opinions in public is a citizen's right protected by law. However, its implementation must still comply with applicable regulations.

"We emphasize that expressing opinions in public is protected by Law Number 9 of 1998," Budi said during a press conference at the Jakarta Regional Metropolitan Police Headquarters, Jakarta, Wednesday (9/2/2026).

Budi explained that one of the preventive measures taken by the police is providing warnings and education to the public regarding the procedures for expressing aspirations in accordance with legal provisions.

He stated that prior notification to the police is also crucial so that security can be optimally prepared.

"What's the goal? So that this demonstration can be properly monitored. The number of participants is such that the police have also prepared a sufficient number of service personnel," he explained.

Security, Budi said, is not solely about guarding the protesters. The police also ensure that the aspirations expressed are received by the intended recipients.

To support the orderly delivery of aspirations, the authorities have also prepared several locations that can be used for the demonstration.

"The authorities have prepared venues, pools, as we call them, so that these aspirations can be conveyed properly," Budi said.
