Collaboration is Key to Preventing Terrorism: BNPT

inp.polri.go.id - Jakarta. The Head of the National Counterterrorism Agency (BNPT), Eddy Hartono, stated that collaboration and synergy between various parties are key factors in successfully preventing and combating terrorism.

He made this statement at an event to Strengthen Collaboration in the Implementation of Presidential Regulation Number 8 of 2026 concerning the National Action Plan for the Prevention and Countermeasures of Violent Extremism Leading to Terrorism 2026–2029 (RAN PE Phase Two).

"The President issued this Presidential Regulation, emphasizing the need to improve collaboration and synergy. It is a must; collaboration and synergy are key factors in implementing this second phase of the RAN PE," Eddy said in Jakarta on Monday (6/27/2026).

Eddy explained that terrorism is persistent and adaptive. Extreme acts persist even though the actors change and constantly adapt their methods, forms, and media over time.

The threat of terrorism has begun to shift. The internet is now used as a means for recruitment, counterpropaganda, and even terrorism financing, targeting women, children, and adolescents.

Eddy stated that the government had implemented mitigation measures in 2024–2025. During that period, intelligence and law enforcement officers had provided guidance and rehabilitation to approximately 250 minors.

Therefore, through the Second Phase of the National Action Plan for the Elimination of Violence (RAN PE), the government reiterated its commitment to preventing terrorism.

"We express our gratitude for the collaboration established with ministries/agencies in the first phase. Now, in the second phase, we expect local governments to also play an active role in implementing these prevention efforts," he said.

Eddy added that the second phase of the RAN PE contains nine strategic themes with a total of 111 actions.

These strategic themes include national preparedness, community and family resilience, community skills education and employment facilitation, and the protection and empowerment of women, youth, and children.

Next, strategic communications, media, and electronic systems; deradicalization; human rights, good governance, and justice; witness protection and fulfillment of victims' rights; and international partnerships and cooperation.

"These nine themes are the result of an evaluation and analysis of current developments in terrorism threats. We are confident and optimistic that strengthening collaboration within RAN PE will proceed smoothly," he said.
