Human Rights Ministry Proposes Law to Protect Activists from Criminalization

Inp.polri.go.id - Jakarta. The Ministry of Human Rights is preparing a legal framework to protect human rights defenders from violence and criminalization. 

Minister of Human Rights Natalius Pigai said on Wednesday(29/4/2026) that the government has submitted a draft revision of Law No. 39/1999 to the House of Representatives (DPR) to provide a solid legal foundation for these safeguards.

"It is vital to protect human rights activists because they are highly vulnerable to criminalization or violence," Minister Pigai said, as reported by antaranews.com. 

He emphasized that while a Ministerial Regulation is already drafted, its implementation depends on the passage of the higher-level law to ensure maximum legitimacy.

The proposed regulation will feature a specialized assessor team, composed of professionals and international experts like Makarim Wibisono, to verify the status of activists. 

This mechanism aims to ensure that legal protection is granted specifically to those defending public interests and vulnerable groups, effectively preventing the misuse of the "activist" status in legal proceedings.
