The Witness and Victim Protection Agency (LPSK) emphasized that efforts to break the chain of human trafficking crimes require more than just law enforcement against perpetrators, but also include prevention efforts at the village level, where the majority of victims originate.

LPSK Chairman Achmadi stated in Jakarta on Thursday that most human trafficking victims come from villages across various regions and are often unaware that they have become victims of exploitation.

Therefore, strengthening early detection and education at the village level is a crucial part of the prevention strategy.

"This means that to break the chain of human trafficking, we must not only focus on enforcement, focusing on the downstream, but also starting from the upstream, at the village level," he said at the National Seminar of World Day Against Human Trafficking 2026.

Achmadi stated that the challenge of eradicating human trafficking is becoming more complex because human trafficking syndicates continue to change their recruitment patterns by exploiting advances in digital technology.

According to him, perpetrators no longer recruit victims directly, but instead use various digital platforms and artificial intelligence (AI) technology to build victims' trust.

"They continue to change their methods and recruitment methods. While they used to meet face-to-face, that's no longer the case. With technological advancements, even victims don't know who the perpetrators really are," he said.

According to him, AI (Artificial Intelligence) is designed in such a way, using various enticements to deceive victims so they don't realize they are victims.

He believes Law Number 3 of 2026 is an important foundation for strengthening witness and victim protection because it provides a clearer mandate to the central and regional governments within their respective authorities.

This regulation is also considered in line with the implementation of the Prabowo-Gibran administration's Astacita priority program.

Furthermore, the LPSK encourages all ministries, institutions, regional governments, and stakeholders to translate various memorandums of understanding into concrete steps to prevent and protect victims of human trafficking.
