inp.polri.go.id - Jakarta. The Indonesian National Police (INP) prioritizes a humanistic, preventive, and collaborative approach to maintaining public order and security during public demonstrations, including the series of demonstrations on October 28, 2026.

These measures are taken while respecting the public's right to express their aspirations freely and responsibly, in accordance with statutory provisions.

The implementation of services for these demonstrations refers to Law Number 9 of 1998 concerning Freedom of Expression in Public.

This regulation guarantees citizens' rights to express their opinions freely and receive legal protection. Furthermore, the public is obligated to respect the rights of others, comply with regulations, and maintain public order and security.

The Head of the Public Relations Division of INP, Inspector General Johnny Edison Isir, stated that they are committed to providing services to the public by prioritizing communication, a humanistic approach, and collaboration with various elements of society.

"We respect the right of every citizen to express their opinions in public. As stipulated in Law Number 9 of 1998, freedom of expression is a right that must be respected and protected. Therefore, we prioritized humane, professional, and proportional services so that the expression of aspirations can take place safely, orderly, and peacefully," said Isir, Wednesday (10/28/2026).

He explained that efforts to maintain public order and security are implemented through preemptive, preventive, and law enforcement stages according to needs and conditions on the ground. In the preemptive phase, the police conducts early detection, early warnings, and establishes communication with various elements of society to anticipate potential security disturbances, both in physical and digital spaces.

Furthermore, public education and communication are continuously strengthened to encourage the public to express their aspirations responsibly and to counter misinformation that has the potential to cause unrest.

In the preventive phase, the presence of police personnel in the field is directed at providing services and protection to protesters and the general public. Traffic management, patrols, security, and communication with field coordinators are part of efforts to maintain a conducive situation without neglecting the public's rights to carry out daily activities.

"Police services are not only focused on ensuring the smooth flow of public expression, but also on ensuring that other rights are fulfilled. We encourage all parties to build good communication, respect each other, and work together to maintain a safe and conducive situation," he said.

Isir emphasized that Law Number 9 of 1998 also regulates the obligations of government officials to protect human rights, respect the principles of legality and the presumption of innocence, and provide security. Therefore, the implementation of police duties must always be guided by legal provisions and the principle of respect for human rights.
