Inp.polri.go.id - Jakarta. Indonesia will implement two special schemes for the 2025 Hajj to improve services for elderly and vulnerable pilgrims, Minister of Religious Affairs Nasaruddin Umar announced on Saturday (19/4/2025).

The first, murur, allows pilgrims to pass through Muzdalifah without stopping, streamlining the journey from Arafah to Mina. Originally introduced last year for those with special needs, the new scheme to pray at the three ritual sites proved effective in easing the Hajj flow.

The second, tanazul, lets certain pilgrims stay in nearby hotels instead of tents in Mina.

“We expect to facilitate the tanazul scheme for between 40,000 and 50,000 prioritized pilgrims. The rest will follow the traditional method,” said Minister Nasaruddin, as quoted by antaranews.com

He added that hotel locations offer better proximity to ritual sites. Other improvements include better catering, transport, and hotel access. The government has inspected hotels within 4.5 km of the Grand Mosque and arranged buses for mobility. Airlines were also ordered to follow international safety standards.
