Indonesia Unveils World’s First Coral Reef Bond at UNOC 2025

Inp.polri.go.id - Jakarta.  At the UN Ocean Conference (UNOC-3) in Nice, France, Indonesia introduced the world’s first outcome-based Coral Reef Bond, a breakthrough in marine conservation financing. 

The bond supports the national target of 30% marine protected areas by 2045 and addresses the $100–200 million annual conservation funding gap.

“Coral Reef Bond is the world’s first outcome-based financing instrument for marine conservation, using non-debt, non-sovereign funding with principal protection by the World Bank,” said Minister of Marine Affairs and Fisheries Sakti Wahyu Trenggono on Saturday (14/6/2025). “It ensures measurable conservation outcomes based on global standards.”

Funds will support improvements in fish biomass using IUCN Green List criteria across three sites: Raja Ampat (national and local) and the Alor Islands.

House of Representatives legislator Titiek Soeharto and Deputy Foreign Minister Arif Havas called for global investment and policy support to scale this model. The side event drew 180 international participants.
