INP Research and Development Held Dialogue to Discuss the Investigation Index

The Vice Chief of the North Sulawesi Regional Police, Brigadier General Susetio Cahyadi, officially opened a research conducted by the Indonesian National Police (INP) Research and Development Center on ​​Monday (10/5/2026) regarding the alignment of criminal investigation and inquiry index norms with real operational needs and regional characteristics.

The event, which took place in the Tribrata Hall of the North Sulawesi Regional Police, was attended by the Chief Officials (PJU) of the North Sulawesi Regional Police, investigators, and the INP Research Team led by Brigadier General Budi Karyono.

In his address, Sesetio emphasized the importance of this research for building a modern police organization, particularly in improving the quality of law enforcement.

"The effectiveness of law enforcement is not only determined by the capabilities of personnel, infrastructure, and the application of the law, but also by the availability of norms, standards, and workloads that align with real operational needs in the field," said Sesetio.

He further stated that the North Sulawesi region has highly diverse characteristics, encompassing urban, rural, mountainous, island, and coastal areas, all with challenges in accessibility and communication. 

Therefore, improving the index norms should not be interpreted solely as an effort to achieve quantitative targets, but must also prioritize the quality of case handling, legal certainty, a sense of justice, and the protection of community rights.

He emphasized that all personnel should no longer operate in a business-as-usual manner, but instead actively seek out the root causes and concrete solutions to every law enforcement issue.

"We must seek and understand the root causes. Our presence in the community is not merely about being present, but it is about providing a sense of justice, service, and openness," emphasized Sesetio.

He also reminded all members of the six crucial points of the INP leadership's directives, which must serve as guidelines for all members. The six directives are that the police  must be more present, closer to the community, work quickly, ensure justice, be open to input, and be adaptive in realizing public expectations.

This research is expected to produce an accurate workload map and case typology, resulting in precise recommendations to strengthen the professionalism of National Police personnel within the jurisdiction of the North Sulawesi Regional Police.
