Inp.polri.go.id - Jakarta. The Indonesian National Police (INP) are preparing to shift their paradigm in handling public demonstrations from strict security to a service-oriented, negotiation-first approach. 

Director of Samapta at the INP Security Maintenance Agency’s  Sabhara Corps Brigadier General Mokhamad Ngajib announced the strategy during a public dialogue in South Jakarta on Tuesday (29.9.2026).

"We will prioritize negotiation from the initial notification and action planning through the execution and conclusion of the demonstration," he said.

The INP plans to deploy certified negotiators as peacemakers between protesters and targeted institutions while amending the INP Chief Regulation (Perkap) to support this humanistic framework. 

The policy shift comes amid rising demonstration numbers nationwide, reaching 8,506 events through September 2026. Official speakers also urged public vigilance against social media disinformation, noting that live-streamed fake news frequently triggers crowd agitation and civil disorder.
