inp.polri.go.id - Jakarta. The National Human Rights Commission (Komnas HAM) together with their representative office in Papua are proactively investigating the armed incident in Sugapa and Hitadipa Districts, Intan Jaya Regency, Central Papua, which allegedly resulted in civilian casualties.

"As of now Komnas HAM has not received any report relating to that, but we are proactively conducting checks at the location, in Intan Jaya Regency, especially in two districts (Sugapa and Hitadipa)," said Komnas HAM Member Uli Parulian Sihombing, quoted by Antaranews, Friday (5/16/2025).

According to Uli, his party is currently gathering information to ensure whether or not there are civilian casualties and refugees due to the incident. "Our representative office in Papua is coordinating with us and with various parties in Intan Jaya," he said.

Komnas HAM, encourages meaningful dialogue in handling humanitarian conflicts in Papua in general. In addition, protection of civilians also needs to be prioritized.

"Komnas HAM is concerned (paying attention) to the protection of civilians in conflict areas," said Uli.

Previously, the Indonesian National Army (TNI) Habema Task Force was reported to have secured several areas in Intan Jaya Regency, Central Papua, after conducting an operation against an armed group in Sugapa District, Wednesday (5/14/2025).

According to Lieutenant Colonel Inf. Iwan Dwi Prihartono, the TNI's presence was intended to provide health services, education, and security for road construction to Hitadipa. However, the effort was thwarted by the Free Papua Movement (OPM) by using residents as hostages and spreading threatening narratives.

Iwan said the joint operation was carried out professionally and in a measured manner, and succeeded in sterilizing the Sugapa Lama and Kampung Bambu Kuning areas from the OPM group led by Daniel Aibon Kogoya, Undius Kogoya, and Josua Waker.
