MSMEs Ministry Prepares Regulation for Fair Digital Ecosystem

inp.polri.go.id - Jakarta. The Ministry of MSMEs is preparing regulations regarding service fees on e-commerce platforms to create a fairer digital ecosystem for micro and small businesses.

Minister of MSMEs Maman Abdurrahman stated that these regulations will be outlined in the Ministerial Regulation on the Protection and Enhancement of MSME Competitiveness, which has now completed the harmonization process.

"There has been a letter from the Ministry of Law stating that the harmonization is complete; now we just have to await promulgation at the Ministry of State Secretariat," said Maman on Monday (5/18/2026).

According to Maman, one of the main focuses of the regulation is the structuring of fee components in the marketplace ecosystem, which have been considered diverse and confusing for MSMEs. 

The government will standardize fees into three main categories: registration fees, service fees, and promotional fees.

The government is also encouraging incentives in the form of service fee discounts of up to 50 percent for micro and small businesses selling domestic products on digital platforms.

Furthermore, the regulation will govern the relationship between marketplaces and sellers, including the obligation of a minimum one-year contract and three months' notice before any service fee adjustments are made.

"So, for example, a marketplace contracts with a seller for one year, and for that year, the price (service fee) cannot be changed," said Maman.

He added that the government has asked e-commerce platforms to temporarily hold off on service fee increases to avoid misunderstandings in the field. 

The regulation will also require businesses receiving incentives to be integrated into the SAPA UMKM system to strengthen monitoring and synchronization of national MSME data.
