Metro Jaya Regional Police explains the reasoning behind the permit allowing four-wheeled vehicles to use the shoulders of the Inner City Toll Road from Semanggi to Cawang, from Monday-Friday at 18.00-20.00 WIB. This discretion has been carried out by Metro Jaya Regional Police since February 24, 2025.

Based on data from Jasa Marga, from 16.00-22.00 pm, there are around 9,000 vehicles crossing the Inner City Toll Road. The data also reveals that the peak of traffic congestion during the office hours on the Inner City Toll Road occurs at 18.00 pm.

“This is the step that we are taking and hopefully the congestion at those hours can be suppressed by taking advantage of the road shoulders,” says the Director of Metro Jaya Regional Police Traffic Unit, Senior Superintendent M. Latif Usman on Thursday (2/27/2025).

However, he appealed to the public to still have to prioritize the toll road shoulders for emergency vehicles such as ambulances and fire trucks.

“The traffic congestion mostly reaches its peak at 18.00 to 20.00 pm. Thus, for Inner City Toll Road from Semanggi to Cawang from kilometer 7.5 to kilometer 1 will be implemented the traffic engineering of the toll road shoulders,” said Latif.
