Inp.polri.go.id - Jakarta. President Prabowo Subianto reiterated that the state can seize unruly rice mills because they are part of food production that affects the livelihoods of many people, so their management must comply with statutory provisions and regulations.

President Prabowo continued, explaining that the state's reference for seizing rice mills that do not comply with these provisions is the 1945 Constitution of the Republic of Indonesia, specifically Article 33 paragraphs (2) and (3).

"When I received a report, there were rice mills that were acting rogue, and what was strange was that the large rice mills were the most rogue. They think just because they're the government would turn a blind eye? From what I understand, at the 1945 Constitution, Article 33: Branches of production that are important to the state, and that affect the livelihoods of many people, are controlled by the state," said President Prabowo on Monday (7/21/2025).

President Prabowo has also consulted directly with Supreme Court Chief Justice Sunarto regarding the interpretation of Article 33 of the 1945 Constitution. Following the consultation, Prabowo stated that there was no need for interpretation, as the content clearly stipulates that production sectors that are vital to the state and affect the livelihoods of many people are under the control of the state.

If any violations or non-compliance with the regulations are found, President Prabowo emphasized that the state will not hesitate to confiscate the rice mills and hand over their operations to cooperatives.

The government has set the government purchase price (HPP) for dry harvested grain (GKP) at the farmer level at Rp6,500 per kilogram, which means rice millers are required to purchase dry harvested grain from farmers at a minimum of Rp6,500/kg.
