inp.polri.go.id - Jakarta. Minister of Law Supratman Andi Agtas stated that the ratification of the draft law on defense cooperation between Indonesia, Turkey and Malaysia strengthens the legal basis for implementing strategic cooperation between the two countries.

Supratman stated that defense cooperation between Indonesia, Turkey and Malaysia has been based on the principles of equality, mutual respect, and mutual benefit.

"Several fundamental points underpinning the ratification of these two agreements include the principles of equality and mutual benefit. The cooperation also encompasses capacity building, information exchange, and strengthening the domestic defense industry," he said when confirmed in Jakarta on Wednesday (7/22/2026).

He explained that Indonesia signed a Defense Cooperation Agreement with Turkey on November 14, 2022, in Bali. Meanwhile, a memorandum of understanding on defense cooperation with Malaysia was signed on August 9, 2022, in Kuala Lumpur.

According to Supratman, the ratification of both agreements is mandated by Article 10, letter a, of Law Number 24 of 2000 concerning International Treaties.

This provision stipulates that agreements relating to politics, peace, defense, and state security must be ratified by law, as also stipulated in Law Number 12 of 2011, which was amended by Law Number 13 of 2022.

The government, along with the Indonesian House of Representatives (DPR RI), ratified the two draft laws in a plenary session on Tuesday (7/21/2026).

The two laws include the ratification of the Memorandum of Understanding between the Government of the Republic of Indonesia and the Government of Malaysia on Defense Cooperation and the ratification of the Agreement between the Government of the Republic of Indonesia and the Government of the Republic of Turkey on Defense Cooperation.

Supratman expressed his appreciation to the leadership and members of DPR RI for their support and completion of the discussion of the two draft laws.
