inp.polri.go.id - The arrest of the leader and administrator of the Khilafatul Muslimin (KM), Abdul Qodir Hasan Baraja and his colleague,by the Directorate General of Criminal Investigation (Ditkrimum) of Polda Metro Jaya shows that groups carrying ideological aspirations that are contrary to Pancasila are real. Such groups will continue to grow along with the government's performance in promoting and implementing the Pancasila ideology in the life of the nation and state, as well as the performance of handling intolerance, radicalism and terrorism. If the performance of agencies aimed at civilizing Pancasila, such as the Pancasila Ideology Development Agency (BPIP) only focuses on ceremonies and agitations, then it is difficult for the public to accept Pancasila as an open ideology. Likewise, if the performance of the National Counter Terrorism Agency (BNPT) starts to lose focus, then deradicalization work will only become a BNPT ritual routine that does not touch the roots of terrorism. The steps taken by the Police to deal with the Khilafatul Muslimin group by using criminal offenses outside the framework of the Terrorism Law, are normatively more appropriate than using the Terrorism Law, because this group actually does not or has not committed any criminal acts of terrorism except promoting a different ideology. The limited action against the group is also considered appropriate, because they have actually tried to make their idea to come true. What has been done by the National Police through the Polda Metro Jaya is part of the proper prevention of intolerance which caused certain groups manifesting it into acts of violent radicalism and terrorism. Prevention on the root cause, namely dealing with intolerance is one way to deal with the problem of terrorism. However, non-legal handling, in the sense of preventing work with various approaches, must be a priority for various state agencies and also legal apparatus. Intolerance prevention and treatment must be strengthened and prioritized.
