inp.polri.go.id – The arrest of 23 suspected followers of the Khilafatul Muslimin, of which six are the elite figures of this organization including its highest leader Abdul Qadir Hasan Baraja and his Minister of Education, shows that the spread of the caliphate ideology, which is contrary to the values of Pancasila, is still growing quite large in this country. Moreover, with the arrest of AS as the Minister of Education for the Khilafatul Muslimin, it was revealed that there are at least 30 schools that are directly affiliated with this mass organization and are actively spreading the caliphate ideology. The prohibition of Hizbut Tahrir Indonesia (HTI), as an organization that spreads caliphate ideology, by President Jokowi does not made any deterrent effect to those who desired caliphate in Indonesia. This should be an alarm for the government of this country, especially the Ministry of Politics, Law and Security, as well as the Indonesian National Police, as well as the National Counterterrorism Agency (BNPT), and all relevant stakeholders, to be more tactical in carrying out massive prevention efforts. The arrest of Khilafatul Muslimin mass organization activists by investigators from the Directorate of General Criminal Investigation (Ditreskrimum) of the Metro Jaya Police allegedly violated Article 59 paragraph (4) and Article 82 paragraph (1) of Law Number 16 of 2017 concerning Social Organizations, and also Article 14 Paragraphs (1) and (2), and/or Article 15 of Law Number 1 of 1946 concerning Criminal Law Regulations are punishable by imprisonment of 5 years and a maximum of 20 years. Yet, those powerful punishment against them seems has not provided significant shock therapy. The ideology of the caliphate may not be completely extinguished, considering that it is believed by a group of people. However, if there is an active collaboration between law enforcement officials and other policy makers, by making strategies and concrete steps to prevent the spread of the caliphate ideology, then in the future we may be able to reduce them by significant numbers.
