inp.polri.go.id - Purwokerto. Law expert from Jenderal Soedirman University (Unsoed) Prof. Hibnu Nugroho said that efforts to eradicate various acts of thuggery must be carried out continuously in order to completely realize public security and order.

When contacted in Purwokerto, Hibnu praised the Operation Aman 2025 by the police on May 12-31 as a form of state presence in the context of public order.

"Yesterday, if we look at the data from the police, around 3,500 thugs were arrested, and only 50 of them were related to mass organizations," he said.

According to him, this condition is interesting because of the approximately 3,500 thuggery perpetrators who were arrested, only 50 people were related to mass organizations.

"Therefore, in cases like this, I think the police as the holders of public order and security must take legal action, must take preventive measures, must provide guidance," he said.

Likewise, the Ministry of Home Affairs (Kemendagri), especially the Directorate General of National Unity and Politics, which Hibnu said that they also must intervene regarding guidance for mass organizations.

According to him, the existence of mass organizations is actually good as they are the government's partners in empowering the community and other activities related to the community.

"However, because of the actions of a few individuals who did the thuggery, it makes it that the mass organizations as a whole are part of thuggery. Those thugs were actually hiding behind the name of mass organizations," Hibnu says.

Therefore, the handling of thuggery carried out by the police must be carried out integrally with local governments, non-governmental institutions, and community leaders regarding future guidance.

Regarding Operation Aman, he hopes that the operation will not be merely a ceremonial activity to address the situation and conditions of public order at that time.

He said that activities to maintain a conducive public order situation must be carried out continuously by embracing all elements of society and providing guidance.
