Inp.polri.go.id - Jakarta.  Land certificates issued between 1961 and 1997 are at high risk of land grabbing due to the absence of cadastral maps, Minister of Agrarian Affairs and Spatial Planning Nusron Wahid warned Wednesday (19/3/2025). 

Without clear boundary records, many landowners struggle to verify their property’s location, he said.

Speaking at a media discussion, Minister Nusron urged landowners to convert their certificates, categorized as KW-456, into electronic ones. He encouraged families gathering for Eid to use the opportunity to process the migration at local land offices, some of which will remain open for basic services.

Indonesia has 13.8 million KW-456 certificates, with overlapping claims particularly common in Jakarta and its surrounding areas. The minister highlighted that urban migration has led to disputes, as many new residents lack historical land knowledge.

Minister Nusron emphasized that the BHUMI ATR/BPN app and modern geospatial technology can prevent conflicts by improving land record accuracy. The ministry is prioritizing digitization efforts to resolve longstanding land disputes nationwide.
