Dadan Explains the IDR 6 Million Incentive Per Day for SPPG is to Prevent Fund Waste

inp.polri.go.id - Jakarta. The Head of the National Nutrition Agency (BGN), Dadan Hindayana, stated that the IDR 6 million per day incentive for Nutrition Fulfillment Service Units (SPPG) is strategic for preventing wasteful spending on the state budget.

The BGN Head made this statement in response to circulating rumors that the SPPG facility policy is wasteful. He stated that the scheme is actually an efficient and low-risk strategy for the state.

"There are several fundamental principles in the partnership scheme. First, IDR 6 million per day is not a development fund from the state budget, but rather part of the payment mechanism for existing SPPG services. The entire physical construction process is carried out with independent investment by the partners," explained Dadan on Friday (2/27/2026).

He added that all risks are borne entirely by the partners, from construction risks, operational implementation, evaluation, and even natural disasters. For example, if one of the SPPGs in Aceh is affected by flooding and suffers damage, the losses are entirely the responsibility of the partner, not the BGN. The partner is obliged to rebuild without additional burden on the state budget.

He also mentioned that construction by partners is guaranteed to be more efficient because it's impossible to mark up for themselves. Partners will build facilities optimally according to service needs. One example is the construction of the SPPG by Persatuan Islam (Persis), which was considered excellent with an investment of around Rp3 billion.

Furthermore, the most strategic aspect is its advantage in speed. Through the partnership scheme, a representative building can be completed in approximately two months.

"SPPG kitchens as luxurious as Persis, the Indonesian National Police, or other places can be built in two months and finished. What if the construction is using the state budget instead? First, you have to appoint a consultant. How many months does a planning consultant take? Two months. Then, you send a letter to the local government to borrow the fund, how many months does it take? One month. Then, you get the land, but after the survey, it turns out it's not suitable for the construction, what do you do? You search another land," explained Dadan.

Currently, BGN has 24,122 SPPGs, all built through the partnership scheme, and they are already operational. The average construction rate is 50 SPPGs per day. This achievement demonstrates that the partnership approach can deliver significant acceleration while maintaining budget efficiency and accountability.
