Govt. to Improve Land Digitalization to Limit Mafia Operations Space

inp.polri.go.id - Jakarta. The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, is focused on strengthening land digitization to limit the scope of land mafia operations.

"The most effective way to combat land mafia is to fortify ourselves. Create an accurate and accountable system so that our system cannot be hacked or manipulated," said the Minister of ATR/BPN, Thursday (October 23, 2025).

According to him, strengthening the digitalization of the land system at the Ministry of ATR/BPN has been able to reduce new dispute cases in the past year.

"None of our products have been sued or had problems with anyone this year. All the existing (land and spatial planning) issues are residual issues from five, ten, or even 15 years ago," explained Nusron

Since early 2025, the Ministry of ATR/BPN has implemented several electronic-based services, from Electronic Certificates to electronic transfer of rights. This step is accompanied by enhanced layered cybersecurity to ensure all land data is protected from the risk of manipulation and leaks.

As part of the land digital transformation roadmap, the Ministry of ATR/BPN also targets that land services will be entirely digital by 2028 through the implementation of blockchain technology.

Blockchain technology excels in terms of security, transparency, and data accountability compared to conventional systems.

"Every transaction or change in land data recorded in the blockchain is permanent and cannot be changed without a digital footprint, thus preventing manipulation and document falsification," explained the Minister of ATR/BPN.

Furthermore, the entire process will be recorded in a decentralized network that can be verified by various parties, making the system relatively free from intervention and abuse of authority. The implementation of blockchain is believed to reduce the potential for land conflicts and significantly narrow the scope for land mafias.

Although not yet fully utilizing blockchain technology, the Ministry of ATR/BPN's efforts to digitize the land system have already yielded results. In 2025, the Ministry of ATR/BPN successfully prevented potential state losses worth Rp9.67 trillion, which included saving approximately 13 thousand hectares of land.
