The Acting Governor of Jakarta Heru Budi Hartono calls all State Civil Apparatus (ASN) in Jakarta Provincial Office to not take a photo or give a like to any presidential and vice-candidates on social media. “ASN must be neutral, even taking a photo with the candidates is prohibited, or even just sharing it is also prohibited,” reminds the acting governor in Jakarta Town Hall on Wednesday (10/18/2023). Heru says he will gather all echelon II officials to reiterate the importance of neutrality in preventing conflicts during 2024 elections and realizing Jakarta that is safe and peaceful. He is confident that Jakartan ASN could maintain their neutrality during the 2024 presidential race. The attitude of upholding neutrality could also affect public service quality. At least, there are three laws that emphasized ASN necessity for neutrality. First, Law Number 5 of 2014 concerning State Civil Apparatus in article 2 that states ASN has to obey with the neutrality principle by not taking sides from any influences and not biased towards certain interests. Then In Law Number 7 of 2017 concerning General Elections,there is also an article that emphasize the regulates the neutrality of ASN. Then, in Law Number 10 of 2016 concerning Regional Head Elections, there are two articles that regulate the neutrality of ASN, namely Article 70 and Article 71. (ad/ndt/pr/nm)
