Inp.polri.go.id - Jakarta. The Ministry of Communication and Digital Affairs reported that most illegal online gambling websites operating in the country are using infrastructure from U.S.-based cybersecurity firm Cloudflare.
The finding is based on 10,000 sampled websites processed between 1 and 2 November 2025, of which over 76 percent were hosted behind Cloudflare services to mask IP addresses and evade content blocking.
“PSE registration is not merely administrative, but a critical instrument for safeguarding Indonesia’s digital sovereignty and protecting the public in a healthy and responsible digital ecosystem,” said Alexander Sabar, the Director General for Digital Space Supervision at the Ministry, on Wednesday (19/11/2025), as reported by antaranews.com.
Authorities confirmed they have summoned Cloudflare to clarify its position and urged the company to register as a Private Electronic System Provider (PSE), a requirement under Indonesian law. Officials warned that sanctions, including access termination, may be imposed if the company fails to comply.
Cloudflare is currently among 25 global platforms notified to register. The ministry insists collaboration remains possible but compliance is non-negotiable.
