Inp.polri.go.id - Jakarta. The House of Representatives (DPR) passed the military bill into law during its 15th plenary session of the 2024–2025 term led by Speaker Puan Maharani, after unanimous approval from legislators on Thursday (20/3/2025).
The revision introduces four key changes. First, Article 3 reaffirms the president's authority over military deployment, while strategic planning coordination remains under the Ministry of Defense.
Second, Article 7 expands the scope of military operations other than war (OMSP) from 14 to 16 tasks, adding cybersecurity defense and overseas citizen protection.
Third, Article 47 increases the number of civilian roles eligible for active-duty military personnel from 10 to 14, subject to ministerial requests and strict regulations. Military personnel must retire to hold positions outside these designated roles.
Finally, Article 53 extends retirement ages: enlisted personnel now retire at 55, colonels at 58, and four-star generals at 63, extendable to 65. The previous limits were 53 and 58, respectively.
"The amendments uphold democracy, civilian supremacy, and human rights while aligning with national and international legal standards," stated House Commission I Chairman Utut Adianto, as quoted by antaranews.com.
