Gov’t to Regulate AI and Royalties in Copyright Law Revision

Inp.polri.go.id - Jakarta. The Directorate General of Intellectual Property will regulate artificial intelligence (AI) and royalty mechanisms in the upcoming revision of Law No. 28/2014 on Copyright.

“This revision has been included in the national legislative program. It’s a DPR initiative; we’re just waiting for the list of issues before proceeding with deliberations,” said Director General Razilu on Thursday (22/5/2025), referring to the House of Representatives.

He emphasized the law’s current inadequacy in addressing technological developments like AI. Purely AI-generated works without human input will not be granted copyright. “If humans contribute, then the work is copyrightable,” he added.

Razilu likened AI to a tool—humans remain the creators, as reported by antaranews.com.

Meanwhile, Director of Copyright and Industrial Design, Agung Damarsasongko, explained that AI-generated content lacks character and often overlaps with others’ copyrights.

He added that his will also refine rules on collective management organizations to clarify royalty distribution, especially for music performances.
