The Indonesian National Police (INP) Chief, General Listyo Sigit Prabowo announced a new paradigm for the country’s police force, prioritizing public service and a human-centered approach in securing demonstrations, marking a significant shift in how authorities manage public expression.
“We are changing from merely guarding to serving,” he said during the 2025 Apel Kasatwil held at the Mobile Brigade (Brimob) Training Center in Cikeas, West Java, on Monday (24/11/2025), where all regional police chiefs from across Indonesia were assembled.
Chief Sigit said that the shift would apply from the initial notification of demonstrations to on-site operations, including ensuring open dialogue and facilitating communication between protesters and targeted government institutions. The police will help connect protesters with officials such as local governments or parliament representatives to ensure their demands are conveyed responsibly.
The Apel Kasatwil assembly also examined foreign crowd-management models, including practices used by the Hong Kong Police Force, as part of reforming Indonesia’s policing doctrine toward a more democratic, professional, and responsive institution.
