INP Launches Nusantara Cooling System Operation 2023-2024

The Indonesian National Police (INP) has launched the Nusantara Cooling System Operation 2023-2024, placing a strong emphasis on pre-emptive and preventive measures to mitigate potential social conflicts in anticipation of the 2024 General Election. Inspector General Asep Edi Suheri, the Chief of Operation Nusantara Cooling System (Kaop NCS), made the announcement on Monday (2/10/23). The operation was set into motion on September 11, operating under the directive of the Chief of INP's order Sprin/2439/VIII/OPS.1.1/2023, dated August 25, 2023. "The primary objective of this operation is to proactively address issues with a SARA (ethnicity, religion, race, inter-group) background, both within society and in the digital realm," he stated. The two-star general elucidated that the Nusantara Cooling System Operation spanned four months in 2023, encompassing September to December, and continued for a duration of 12 months in 2024, from January 1 to December 31. The former Director of Cyber Crime at the INP's Criminal Investigation Agency underscored that the execution of the Nusantara Cooling System places paramount importance on pre-emptive and preventive measures, obviating the need for law enforcement actions. "The primary focus here is on averting issues rather than punitive measures," he emphasized. The Nusantara Cooling System Operation mobilized a contingent of 226 personnel, organized into four task forces and eight sub-tasks, with support from regional police units. The operation is geared towards identifying and mitigating potential, threshold, and actual disruptions, encompassing individuals, groups, locations, and objects. "In the course of this operation, the police will be engaged in detection, community guidance, dialogic patrols, cyber patrols, socialization, and operational support," he said. The Preemptive Task Force is structured into two distinct groups: The Intelligence Sub-Task Force and the Binmas Sub-Task Force. Their primary responsibilities include early detection of potential threats and establishing effective communication channels with partners and community leaders. The Preventive Task Force comprises the Cyber Patrol Sub-Task Force and the Netizen Dialogue Patrol Sub-Task Force. Their area of focus involves conducting thorough cyber inspections and engaging in dialogues with netizens and influencers to uphold public order. In tandem, the Public Relations Task Force is composed of the Public Affairs Sub-Task Force and the Multimedia Sub-Task Force. This unit is tasked with the dissemination of invitations, appeals, educational content, and the oversight of activities across various social and mainstream media platforms. Asep emphasized the importance of garnering support from both the mass media and the public for the Nusantara Cooling System Operation, with the aim of averting actions that might fracture the nation's unity. "We call upon the Indonesian community to refrain from engaging in activities that may disrupt the stability of security, particularly those with the potential for social conflict, thereby ensuring a safe and peaceful electoral process," he concluded.
