Inp.polri.go.id - Manado. North Sulawesi Regional Police Deputy Chief Brigadier General Dr. Susetio Cahyadi officially opened a research program by the Indonesian National Police (INP) Research and Development Center () in Manado on Monday (5/10/2026).
The study evaluates crime investigation index norms against real operational needs and regional characteristics.
"Law enforcement effectiveness is determined not only by personnel capability and infrastructure, but also by standards and workloads aligned with actual field operations," Chief Susetio said, reading the North Sulawesi Police Chief's mandate.
He said that North Sulawesi's diverse geography, spanning urban, mountain, coastal, and island areas, requires tailored investigation norms focused on quality, legal certainty, and public protection.
Chief Susetio instructed investigators to move beyond "business as usual" practices by identifying root causes and adhering to core police directives: maintaining public presence, providing fast service, ensuring justice, staying open to feedback, and adapting to public expectations.
