inp.polri.go.id - Jakarta. The Traffic Corps of the Indonesian National Police (INP) is making it easier for the public to pay used vehicle taxes by allowing them to pay without having to present the original owner's ID card.
This convenience addresses the ongoing controversy surrounding the requirement to present the ID card of the previous owner of a used vehicle, which has been considered cumbersome, especially for those purchasing a used vehicle that has changed hands several times.
"We understand the growing concern. We will ensure that we will immediately formulate concrete steps to ensure services continue without burdening the public," said the Director of Registration and Identification of INP Traffic Corps, Brigadier General Wibowo, on Wednesday (4/15/2026).
As a temporary solution, he continued, INP is promoting a more flexible policy, allowing the public to continue paying annual taxes without having to present the original owner's ID card.
Used vehicle owners simply need to bring the original vehicle registration certificate (STNK), the current owner's ID card, and proof of transaction, such as a sales receipt, to proceed with the vehicle name transfer process.
Meanwhile, for five-year vehicle registration renewals or license plate changes, the public is still encouraged to apply for a Motor Vehicle Title Transfer (BBNKB) to ensure ownership data matches the latest identification.
Wibowo emphasized that the primary principle of public service is to provide convenience, not complexity. When the public has the good faith to pay taxes, the state must be present to provide solutions.
"We want to ensure that every policy truly benefits the public, in accordance with the direction of the Chief of Police and the Head of the Traffic Corps to continue transforming all areas of public service," he said.
Furthermore, as part of a long-term solution, the Traffic Corps is also encouraging accelerated system transformation through digitizing vehicle data, cross-agency integration, and utilizing supporting documents such as proof of purchase or statements as the basis for administrative services.
