inp.polri.go.id - Jayapura. Vice Minister of Home Affairs Ribka Haluk has urged all regional governments in Papua to implement five principles in the governance of the Special Autonomy Fund (Otsus) so that its benefits are truly felt by Indigenous Papuans.

"The implementation of these five principles is the standard for managing the Special Autonomy Fund, encompassing planning, budgeting, distribution, implementation, and monitoring, ensuring its use is targeted and accountable," she said in Jayapura on Saturday (7/25/2026).

According to her, the 5T principle must serve as a guideline so that the Special Autonomy Fund is not only utilized but also has a real impact on improving the welfare of Indigenous Papuans.

Ribka stated that the government's reforms in the governance of the Special Autonomy Fund have accelerated the disbursement process through system interoperability between the Ministry of Home Affairs, the Ministry of Finance, and the Ministry of National Development Planning/Bappenas.

However, he believes that these reforms still need to be strengthened downstream so that the success of Special Autonomy Fund management is measured not only by high budget absorption but also by development achievements.

These indicators include reducing poverty rates, increasing the Human Development Index (HDI) for Indigenous Papuans, and improving the quality of basic services.

"We are also encouraging strengthening the capacity of regional financial management officials, improving the Indigenous Papuan database, and implementing transparent and data-driven governance to ensure that all Special Autonomy programs are on target," he said.
