inp.polri.go.id - Jakarta. The Ministry of Religious Affairs is preparing educational content focused on preventing the spread of Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) behavior in accordance with Presidential Regulation (Perpres) Number 111 of 2025.
"Because this relates to human values and dignity. Presidential Regulation Number 111 of 2025 defines the spread of LGBTQ behavior as a non-military threat to national defense," said Vice Minister of Religious Affairs Romo Muhammad Syafi'i, Monday (7/7/2026).
According to him, the Ministry of Religious Affairs needs to take a clear position on LGBTQ as it concerns religious values, human dignity, education, and national resilience.
As an institution that handles religious affairs, the Ministry of Religious Affairs has a moral and institutional responsibility to follow through on the mandate of Presidential Regulation Number 111 of 2025. The spread of LGBTQ behavior must be prevented through official education based on religious values, Pancasila, and the 1945 Constitution.
The Ministry of Religious Affairs' stance on efforts to prevent the spread of LGBTQ behavior is based on religious perspectives. Romo admitted to having discussions with several religious leaders and found a shared view that LGBTQ+ is not permitted in religious teachings.
"I've asked religious leaders. Catholic leaders say LGBTQ+ is not permitted in Catholicism. Hindu leaders say the same thing. Buddhists say the same thing. Christians say the same thing. Islam even more so," noted Romo.
He believes that the views of these religious leaders are an important basis for the Ministry of Religious Affairs in developing educational and preventive measures. He believes that every policy and social movement in Indonesia must remain within the framework of the One Almighty God.
He explained that Pancasila, as the nation's philosophical foundation, must serve as a reference in interpreting all national issues, including LGBTQ+ issues. Meanwhile, the 1945 Constitution serves as the legal basis for national life.
He emphasized that the first principle of Pancasila, namely the One Almighty God, inspires all the other principles. Therefore, the values of humanity, unity, democracy, and social justice must be interpreted within a divine framework.
