Inp.polri.go.id - Jakarta.  Minister of Law and Human Rights Supratman Andi Agtas said on Wednesday (23/7/2025) that former Indonesian Marine Satria Arta Kumbara, who is now working for the Russian military, must undergo a formal legal process if he wishes to regain his Indonesian citizenship.

“If he wants to return as an Indonesian citizen, he must submit a naturalization request to the President through the Minister of Law,” he said, as quoted by antaranews.com.

He cited Law No. 12/2006 on citizenship and Government Regulation No. 2/2007, under which joining a foreign military without prior presidential consent results in automatic loss of Indonesian citizenship).

Minister Supratman clarified that no official report has yet confirmed Satria’s foreign military status.

TNI Navy spokesperson Rear Admiral Tunggul confirmed Satria’s dishonorable discharge after a 2023 court ruling found him guilty of desertion and sentenced him to one year in prison.

He asserted the ruling is final and binding, and TNI will not accept Satria back.
