Traffic Light Rules in Road Traffic Law Challenged at Constitutional Court

Inp.polri.go.id - Jakarta.  Two journalists with partial color blindness, Singgih Wiryono and Yosafat Diva Bayu Wisesa, have filed a judicial review at Indonesia’s Constitutional Court (against provisions in Law No. 22/2009 on Road Traffic and Transportation. 

They argue that the reliance on red, yellow, and green lights discriminates against people with color vision deficiencies.

“Our petition challenges provisions related to traffic signaling devices, specifically traffic lights,” said their lawyer, Viktor Santoso Tandiasa, after registering the case in Jakarta on Wednesday (20/8/2025), as quoted by antaranews.com.

The petitioners claim the absence of inclusive rules endangers road users with partial color blindness, particularly when distinguishing between red and green lights. They are urging the Court to interpret the law to mandate additional symbols, shapes, or spacing to make signals accessible.

If granted, the ruling could also impact driver’s license requirements, eliminating color vision tests since traffic lights would already be adapted for inclusivity, Viktor added.
