inp.polri.go.id - Jakarta. Vice Minister of Communication and Digital Affairs, Nezar Patria, urged artificial intelligence (AI) developers in Indonesia to be transparent and accountable when developing AI-based innovations.
"We encourage all developers to be ethical, transparent, and accountable when producing AI-based platforms," said Nezar Patria on Thursday (10/23/2025).
He made this request as a form of risk mitigation for AI developers, given that many AI products are currently being created unethically and are frequently misused.
One frequently encountered example is AI-based deepfake content, which is increasingly being used to deceive victims and ultimately causing significant losses, including financial losses.
"These AI-based deepfake products, when used to commit crimes, are truly dangerous in their ability to deceive the public," continued Nezar.
He said the government has recorded losses due to fraudulent methods using AI abuse reaching IDR 700 billion, and unless proper risk mitigation is implemented, the losses experienced by people in the real world will continue to increase.
To establish a strong legal framework, the government is currently developing a National AI Roadmap, which will require AI developers to be accountable in their innovations.
Waiting for a more detailed legal framework regarding AI regulations does not preclude law enforcement in AI-based crime cases.
To enforce the law on AI-based fraud, the government is utilizing the latest Electronic Information and Transactions Law (UU ITE), Law Number 1 of 2024, the Personal Data Protection Law (PDP), and the Criminal Code (KUHP).
Furthermore, through various programs from the Ministry of Communication and Digital Technology, the public is also continuously provided with education and digital literacy about the dangers of AI-based deepfakes to prevent them from falling prey to fraud.
