The Anti-Corruption Corps of Indonesian National Police (INP) has named two suspects in an alleged corruption case involving the Engineering, Procurement, Construction, and Commissioning (EPCC) project for the Development and Modernization of the Assembagoes Sugar Factory in Situbondo, PTPN XI, from 2016 to 2022.
The two suspects are DPP, the President Director of PTPN XI from 2015 to 2017, and TD, the President Director of PT Multinas Indonesia.
The Head of Operations for the Anti-Corruption Corps, Senior Superintendent Ahmad Yusuf Afandi, stated that DPP is suspected of influencing the procurement process by allowing ineligible companies to be tendered. He also directed the formation of the WBM (Joint Operational Operation) consortium.
"He also raised the Self-Estimated Price (HPS) without adequate technical basis to benefit certain parties," he said on Tuesday (7/7/2026).
Meanwhile, suspect TD is suspected of playing a role in the agreement to win the project, carrying out work not in accordance with the contract, not involving the required technology provider, and failing to fulfill the obligation to issue a Performance Guarantee, resulting in the commissioning phase being delayed.
However, the two suspects were not detained due to their cooperation throughout the investigation.
"For their actions, the two suspects are being charged under Article 2 paragraph (1) and/or Article 3 of Law Number 31 of 1999, as amended by Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption, in conjunction with Article 55 paragraph (1) point 1 of the Criminal Code. Investigators are also superseding this with Article 603 and/or Article 604 of Law Number 1 of 2023 concerning the Criminal Code (National Criminal Code) in conjunction with Article 20 letter c of Law Number 1 of 2023," said Yusuf.
