ASEAN to Finalize Oil-Sharing Agreement Ratification Before 49th Summit

Inp.polri.go.id - Jakarta. ASEAN Secretary-General Kao Kim Hourn has confirmed that the ratification of the ASEAN Petroleum Security Agreement (APSA) framework is on track to be finalized before the 49th ASEAN Summit later this year. 

This agreement is designed to strengthen regional energy integration and establish a mutual aid mechanism for member states facing fuel shortages.

"Member state officials have received instructions from their leaders to accelerate the APSA ratification process," the Secretary-General said during a press conference following the 48th ASEAN Summit in Jakarta on Monday (11/5/2026), as reported by antaranews.com.. 

He emphasized that while each nation is currently working through its respective domestic legislature, there is no doubt the process will be completed before the next summit.

The urgency stems from concerns over global energy supply disruptions linked to ongoing conflicts in the Middle East. Under the APSA mechanism, ASEAN members can supply fuel to other members experiencing a stock shortage of at least 10 percent of their domestic needs.

During the 48th Summit held in Cebu, ASEAN leaders, including Philippine President Ferdinand Marcos, reaffirmed their commitment to stable energy supply chains and the acceleration of regional power interconnections. The 49th ASEAN Summit is scheduled to take place in Manila from 10–12  November 2026.
