inp.polri.go.id - Jakarta. Minister of Home Affairs Muhammad Tito Karnavian appealed to regional governments not to hesitate to use the regional revenue and expenditure budget (APBD) to support the establishment of the Red and White Village/Sub-district Cooperative (Kopdeskel).

In his statement in Jakarta, Monday (5/19/2025), the Minister of Home Affairs emphasized that regional governments can utilize the unexpected spending budget (BTT) to support the establishment.

Tito realized that regional governments sometimes hesitate to use BTT because they assume it is only for emergency purposes.

Therefore, the Minister of Home Affairs has issued Circular Letter (SE) Number 500.3/2438/SJ concerning the Acceleration of the Establishment of the Merah Putih Kopdeskel which was stipulated on May 7, 2025.

The SE can be a legal umbrella for regional governments to use BTT in the establishment of the Red and White Kopdeskel.

“You are welcome to use the BTT. Please, do not hesitate. You can use it to pay notary fees for villages that will create a legal entity for the Red and White Kopdeskel," said Tito at the Regional Inflation Control Coordination Meeting, quoted by Antaranews.

He further emphasized that the formation of the Red and White Kopdeskel was an order from the President of the Republic of Indonesia Prabowo Subianto which was also stated in Presidential Instruction Number 9 of 2025 concerning the Acceleration of the Formation of the Red and White Kopdeskel.

The formation, he continued, requires support from the regional government, including village and sub-district governments.
