Inp.polri.go.id - Jakarta. Governor Pramono Anung officially issued Governor’s Regulation (Pergub) No. 5/ 2026 on Friday (6/2/2026), targeting energy and water efficiency in high-rise buildings.
The regulation strictly prohibited the use of groundwater in commercial buildings to combat Jakarta’s alarming land subsidence rates. Under the new decree, the Jakarta administration will tighten monitoring of building management, ensuring a total transition to the municipal water system provided by Jakarta-owned water agency Perumda PAM Jaya, which currently serves 81% of the city’s water needs.
"Strictly speaking, we will now check if any buildings are still using groundwater because it is now entirely forbidden," said Governor Pramono during the launch in Central Jakarta, as cited by antaranews.com
He said that excessive groundwater extraction remains a primary driver of the city's sinking coastline. While specific sanctions were not detailed, the regulation mandates a participatory approach involving cross-sectoral stakeholders to monitor consumption patterns.
