Bali Governor Wayan Koster has ordered PT Indonesia Kaishi Tourism Property Investment Development Group to halt construction of a glass elevator at Kelingking Beach cliff in Nusa Penida, Klungkung, citing multiple serious violations of spatial planning, coastal laws, and cultural tourism standards.
“I am taking strict action by ordering the termination of all construction activities of the glass lift project,” he said on Sunday (23/11/2025), stressing the need to protect Bali’s environment, communities, and cultural-based tourism.
Authorities found at least five legal breaches, including violations of Bali’s Regional Spatial Plan, business licensing regulations under Government Regulation No. 5/2021, coastal management laws, and Bali’s Cultural Tourism Standards under Provincial Regulation No. 5/2020, which carries potential criminal penalties for altering the authenticity of a tourist destination. The structure spans three regulated zones, including cliff, public land, and coastal waters.
Governor Koster also ordered the investor to dismantle all illegal structures within six months and restore the site within three additional months.
