Inp.polri.go.id - Jakarta. The National Hajj Commission (Komnas Haji) has urged the public not to hold the government responsible for the failure to issue furoda (mujamalah) Hajj visas this year, stressing that it is a private arrangement outside the official quota system.
“Furoda visas were not issued by Saudi authorities by the service deadline. This falls outside the government’s responsibility, as these are not part of the official Hajj quota,” said Komnas Haji Chair Mustolih Siradj on Friday (30/5/2025), as quoted by antara news.com.
Hajj Furoda refers to a non-quota pilgrimage route using visa mujamalah—a special invitation-based visa issued directly by Saudi Arabia, typically arranged by private travel agencies. Unlike regular or special Hajj visas, mujamalah visas are not guaranteed and are outside the purview of Indonesia’s Hajj law.
Under Law No. 8/2019, the Indonesian government only oversees 98% regular and 8% special Hajj quota visas. Furoda visas, granted by Saudi invitation, are processed directly by private travel agencies.
Mustolih called the situation a chance to reform the furoda system through legal revisions to protect pilgrims from financial or social losses. He urged greater transparency about the risks involved and noted that some travel agencies have committed to full refunds or rescheduling to maintain accountability and trust.
